NKVD picture real?
Just got huge lot of pictures and this one is interesting and was hoping it was real. I can read NKVD on the back and the picture is dated 1938 most of the time i stay away from NKVD stuff because of fakes but this picture just felt right. Any help or translation would be great, its hard for me to read free hand not that good at Russian yet Thanks!

No doubt in my mind it is an original photo.
What makes it a bit special is that the man is wearing his cap. I own hundreds of images dating from the 20s thru the 50s and I recall that in about 80% of the studio portraits, the person(s) being photographed is(are) NOT wearing any headgear.
The reverse reads, to the best of my ability:
