The medal was given to a Hero of Socialist Labour and not to a Hero of the Soviet Union. Note the hammer and sickle and the longer arms of the star.

It's not the one and the same man.

The first photo:
a Hero of Socialist Labour - Vodianitsky Grigoriy Petrovich, 13.04.1926 — 07.2002, a district scale communist leader in Soviet Ukraine.

The second one:
Handwriting on the back side of the photo: "the colonel Artemchenko Stepan Savelievich, the photo was made in april 1961. ..."
Born in 1922, he is a pilot, 6 downed planes during WW2, 6 downed during the Korean war.
