some help with Russian, 1940, passport...

Hi,

These 2 stamps where placed in 1940 in occupied eastern-Poland...any ideas on what they mean?

I think I understand the meaning of the top 1st boxed-stamp...the citizen must register at the NKVD at Tarnopol...would the 2nd bottom stamp indicate him crossing into the Soviet side of Poland in 1940?

I was told this could have been the 'crossing the border' stamp between east and western Poland in 1940, citizen exchange maybe??

Bottom stamp is hardly wiped off. I can read only first word "ENTRY..." and two words in the 4th line "member of government...". So it is probably some kind of visa.

Entry to the USSR is visible, but what is the bottom, is unclear, Batyenka
