The hand writing below: For following to the Western Belorussia, village Novoselki in Komaisky volost, Svintiansky uezd, Vilenskaya province.
(Sorry, I don't know how to translate "volost" and "uezd" - it's old Russian administrative subdivisions like district or county)

You just beat me to it McSeam
MacSeam is right about "Volost". Old Russian for Region or district. The stamp is "KPP" stamp which is a checkpoint. Could be from a POW. It also says "stamp Polish border guard/control". I hope it helps.

Volos't and uezd and laterly oblas't, does not really translate, I have seen a lot of addresses in the books as Magadanskaya oblas't, Archangelskaya oblas't, Krasnoyarskiy krai etc. But really all of these words means district or countyю
I suggest Svencyansky raion, in Lithuanian and Polish it will be Švenčionys, Święciany in Russian Свенцяны
