Soviet train tickets or passes?

Hope one can help and tell what these are. I think they are train tickets for military usage? and passes?

Would be great if one can tell what they are and place date of use.

Hi,

I added one more scan, a booklet used by the same individual who those papers isued to him.This one dates from 1947, does it help to understand why all where given to him?
