war related Russian document??

Hi,

I think this is war related, I can see the year 1942 in the document text but it is dating from 1948, so I think, if I am right, it is connected to the war?

Who can see and tell what body issued it, all them rubber-stamps on the left, hand-writing and subject of text?

The paper is a request to the county comitee of Com party of the Nikolaev town.
From Guards department of MGB on the Black see ( Department of the guard of Nikolaev sea port)

As per your on-line data, we are ask to tell us if the Grigori Radionov has been on the underground organization in the period of German occupation, who was hang up by German punitive services in March of 1942 year on the Bazar square, supposedly for the partisan actions. in connexion of the quick verification- we need a quick and urgent reply
