WWII Soviet army manuals
Recently I have bought a number of Soviet army manuals from WWII. All manuals have a price listing. The price listing is printed on the manuals.
One of the manuals is that of the Mosin Nagant rifle and it has a price of 95 Kopek (цена 95 коп).
Does this mean that Soviet soldiers had to buy their manuals?

The publishing house would charge People's Comissariat of Defence Industry/Arms for printing these manuals.
In other words, no soldier would pay for the manual since the Comissariat would cover all costs.
