    Sorry for the comically late reply, but to help for anyone wondering: the wreath, with wings and a star is indeed the accident free driving plaque, as said, however it is mounted upon the medal for public security, in bronze (out of three classes, gold, silver, and, of course, bronze). Without seeing the reverse it is impossible for *me* to give an estimate of year, but maybe someone else can help? On the original medal, in place of the plaque, was a large, enamelled, red star, with lines running along the beams. I wont go into the details of the ribbon variants, but there were three, one for border guards, one for military police, and one for normal police.
