Nice bayo. It is a Krag bayonet. 1899 was the first year the of the expedited construction showing cutter marks and peened rivets. I have not seen a scabbard like the one shown before and is not US issued for the Krag bayonet.

You've got a US Pattern 1892 Krag bayonet, though as as mentioned with design revisions, the scabbard is the leather US M1912 picket pin scabbard which was often paired with this bayonet from 1912.

I remember reading about the leather picket scabbard as being something that was sold from BANNERMAN's SURPLUS
these were put together by Bannerman and sold as Cavalry Carbine bayonets, however the cavalry carbine has no provision for a bayonet so that is very unlikely.
he had the bayonets, and the surplus leather picket scabbards, and paired them together to boost sales, never issued by the military like that, only through Bannermans surplus.
