Looks like a US made PAL 37, but it could be a post war German or Japanese copy. But if it does say Cleveland Knife Coy, it probably is US made. Blade may have been reshaped a bit.

If what I read on the interweb is correct, Cleveland Cutlery knives were made in Solingen
and imported to the US. There is some debate as to when. One source says that it was founded
in 1945 however I have seen some of their hunting knives listed as "vintage 1930's"
