Nice find. A ' Сою́з Сове́тских Социалисти́ческих Респу́блик' take on the traditional Bavarian wall hanging clock I guess. Very interesting and today quite collectible. Does it work?

With my limited experience in antiques and old "stuff", i would also say early 50s
You can see "ГОСТ **-50" there. "ГОСТ" means "state standard" and the last 2 figures mean the year when this standard issued. So the clock could be produced in 1950, 51, 52 etc, but not earlier than 1950.
Concerning the bears - they are from the very famous picture of Ivan Shishkin, a Russian artist, here you can find more info about the picture: https://en.wikipedia.org/wiki/Morning_in_a_Pine_Forest
Nice although cheap clock, could be found now in some Russian old lofts.

It's pretty neat.
the mechanism may also have a date on it, look for something like 53-2 this would indicate the second quarter of 1953, for example.
