These letters show which side is used for either the Oil or Alkaline cleaning solvent.
The side with the Cyrillic letter "H" is for the oil. ("Neft") The other side is for Alkaline cleaning solvent. ("Shachlok")

Those are the common buttstock cleaning kit issued with the SKS rifles and AK47/74s. Every SKS or AK47 I ever bought had one in the buttstock. In fact ebery AK47 I ever had or ran across in Central America in the early 80s had em also.
Looks kind like the rod holder piece off a mosin nagant cleaning set. lol
