Generally speaking, no, the typical Red Army man was not issued a blanket, only a greatcoat and shelter half. That said, It is reasonable to assume that rear echelon hospital and medical units probably had a somewhat standard blanket as part of their normal bedding. What such a blanket might look like, I have no idea.
There was issued blankets, but not for field use, they was only for caserns. In any case they was blue with black stripes and grey with green stripes
