Default Machine Gun belt(?) Need help identifying

This makeshift rifle sling on a Mosin Nagant Dragoon rifle, that is purported to have been the issue weapon of a member of the Abraham Lincoln Brigade that fought on the Republican side in Spain during the Spanish Civil War. The veteran then brought his Mosin Nagant back home to the U.S. after the AL brigade left Spain. Has anyone seen this type of cloth machine gun belt? Looking at the loops, they look like they were made for a larger caliber weapon (12.7mm perhaps; maybe 23mm). The belt also looks like it has some polyester/nylon fabric in it. Does anyone recognize this belt?Click image for larger version.
