I think thats a shoulder belt plate rather than a buckle
That is Mongol buckle if I'am right remember. That kind of belts was a very fashionable by soviets after Hasan and Halkhin Gol.

I believed it to be a Shoulder belt plate (buckle) as it is same size and layout as my granfathers Gloster regiment plate.

I know that some of the other Mongolian buckles are exits. But some tongues tell that they saw Zhulkov in Mongolia being worn this buckle
