Translation Help with Writing on Belt

Need assistance in translating the writing on this Russian Navy Belt. From my research, this belt is post WWII...is this correct? Thank you for any assistance.

The kanjis on the third picture read "sekkendô" (截拳道) - the first one is badly written and happens besides to be a rare kanji. That's actually Bruce Lee's martial art, known in western world as jeet kune do.
So, yes, I would assume that it has been made post-war Leastways, the japanese/chinese writing on the belt dates back at the earliest from the seventies. Can't tell about the belt itself.
