As per a colleague in Russia:

For firm Bolshevik Chekist Y.S.Agranov - from TOZ workers. (TOZ - Tula arms factory).

Thanks RichieC, so it was given to workers? Do you know why? Should/could they ware it?

    Thanks!

If I understand correctly, it was given to this man; Y.S.Agranov, whom I assume was some kind of supervisor by the workers as a gift or token of respect. I believe that this was not uncommon in other factories/collectives.

I'll ask my Russian colleagues for further info, if there is any to be provided, next time I visit their forum.

Perhaps Dim may know something also.

I think this is a plate for a kind of weapon, most probably for a holster, circa late 20's, early 30's
