What appears to be a vaccination vial...

I was recently traveling in Kobryn, Belarus, just outside of Brest, when I came across some soviet bunkers that were in use during the late 1930's and 1940's up until the 1960's. I found in a wall, what appears to be a glass vaccination vial with no markings on it whatsoever. There was a clear (slightly yellowed, probably from the rust on the top of the bottle) slightly oily liquid on the inside. It is definitely the type of bottle that you would insert a syringe into. Any ideas what this liquid might be and what it would be used for?
