It is Swedish... For the Swedish Husqvarna MP.
This is the one I own:



They used it for a long, long time in Sweden.

EDIT:
I've looked at the side pouch on mine... I am having a hard time fitting the mag-loader for the Hysqvarna in it... Possibly an oil bottle pouch / cleaning kit, as the mag-loader wasn't a necessity. But on the other hand, the cleaning rod doesn't fit in the pouch either... It is a very mysterious side pouch.
