any ideas on this south stafford reg. item?

This is probably a very easy one for someone out there! but, ive been researching a ww2 medal group over the last few days, but with the interesting load of service docs, papers, photos etc is this item. does anyone know what it is?
I originally thought it was home made, until i noticed the makers mark on the reverse.
The soldier in question served in the S.Staff reg from 1932 - 1939 if that helps?
any ideas would be appriciated

I have a feeling that this is known as a bed brass or bed plate, for identifying whose bed it is.
