Looks a bit like a ww2 No. 8 Gun Sight to me, possibly touched up post- war, or may be post- war version? Any markings at all? Cheers.

These seem to be very similar to the sights used on the Vickers Predictor but probably a later model.
A great video explains the predicter here and shows the bearing telescope around 1 minute 30 seconds in.

No idea why they would be on those tripods though unless it was to make them sell-able.
Could it have been used by a Forwards Observation Officer?
