Britsh cleaning cord pull throug ?

Greetings,

I came in possession of this cleaning cord pull through ? (if it is one). The cleaning cord pull through however gives me riddles. The handle is of brass and there is a fine wire mesh in two rows were the rope goes through of about 1 ½ inches long and not rusted. There is a thick layer of green patina around the weight? area. The screw at the handle is not rusted at all.

This piece is old no doubt, but I can't place it, nor can I find it online. I thought this might be interesting. I don't want to Unravel the rope to try to solve the mystery. At first I thought it was a lanyard, till a nice gentleman redirected me.
