Canadian Fork ?

Article about: What do you think of this fork , WWI or WWII . Or maybe not military . I thought with the large "C" might be a military proof . Thanks for any help .

    Does look like the kind of utensil found in a galley - or a restaurant
    chef's arsenal. The 'C' would have a 'Broad Arrow' mark inside
    it in order for it to be military, IMO.........

    I believe this was proven to be an issue item , I can't remember who posted it , Karkee maybe .

    since it says 'silver plate' I think it is unlikely to be field cutlery, it could be from a Mess kitchen at a barracks, but i have my doubts. Sorry, i think it is civvy.
