Could be 'Combat Servicable'... you usually see a white tag stapled on though. It meant the item was checked and still found to be usable.

I recently saw another from the same seller with the attached markings. He also had a British-made 1944 pouch with a CS stamp...
Pre 1941 the Carlisle Bandage tin did NOT contain sulfa powder ( Sulfanilamide ) but after 1941 they did. I wonder whether the pouches were stamped CS to indicate that the package contained "Crystalline Sulfanilamideā without having to open the pouch to check the tin markings?
