harness/webbing type?

I believe this has a Victorian Border Regiment 3rd Btn. crest which I have also seen on a period letterhead. I have seen a picture of the same crest with identical lettering on an illustration of a Border Regiment Victorian officer’s dress belt buckle, so I guess that dates it to 1881 -1901. But does anyone know the use of this buckle? I thought maybe part of horse tack such as a bridle, or perhaps a fastening on a type of webbing such as a scabbard suspender from a belt?
It measures 3cm x 6.25cm and appears to be made of steel, with traces of black enamel and gilding on it. Any ideas please?

The design is the Border Regiment in general, that is, all battalions not just 3rd.

As for it's use, I don't think it's anything official, and certainly not part of a sword belt. I would tend to place it as a sweetheart/souvenir type item.
