Its a flare parachute , i have a more modern one from the 70s, we used to pick them up all over the training areas, very unusual to see a mint 40s one though
Thanks Dave I agree found some more info it had a spring loaded steel frame that folds up and opens the chute automatically when it is deployed like this one.

I have in my collection, two small german chutes with spring loaded frames. Similar to the chute in the last picture. I have been told that the purpose of these chutes, was to help to drag the main chute out of the pack. In Norway we call these chutes "pilot skjermer", or pilot chutes.

It is US-made and the fixing loop would suggest it was designed to be attached to something rather more permanent than a flare i.e. as a drogue chute (not very likely - generally a more modern invention) or for dropping small supply panniers.
