It's a map case. There should be a date on the inside of the flap. It looks like 1975?

Looks more like it could be '55' or '65'.........

Could be, my eyesight is not what it used to be! I just found this stamp off a WW2 one, it may not be a DLA/DSA stamp at all.

Yes, it could be WW2. Please check the link above, it will tell you all you would ever want to know about these things.
As for cleaning it, well that is a personal decision for you. If it were me, I would leave it as it is.

I'd leave her be as well, however I do not believe this is
a WWII map case. Note the use of 'snaps' as opposed
to 'Lift the dot' fasteners of the WWII types..........
