That is a nice set of Binos.
Coming from Wales they are of interest to me.
The 7th Bn. was in recent times the Cadet Battalion that was headquartered in Newtown.

Yes they look to be Boer war maybe brought by a officer

The 6th & 7bn's amalgamated post wwii and I thought they disbanded in the 1970's. The flag came from the last commander of C company 6/7th bn. RWF.
