    Francis Searchlights have been manufacturing this sort of product since 1901, operating from Bolton, NW England. They specialise in marine searchlight, prison / security and vehicle lighting. The British Army used Francis searchlights during WWII, although I cannot comment regarding the example shown above, other than to say in my opinion it appears to perhaps have a marine background.

    Does it work properly? It would be a superb neighbor annoyer, even if it wasn't military! Unfortunately, as has been said, there really isn't much of a way to positively establish a military usage, but it's definitely a nice and scarce item in any case! Is the asking price reasonable?
