    "AFB" = Air Force Base.

    It is fairly modern.

    Fairly plain to "translate"-"From the transfer officer at Andrews Air Force Base in Washington DC to the transfer officer in Travis Air Force Base in California." It belonged to a Air Force Tech Sargent named Joseph E. Ruklo(or Kuklo?). Apparently Sgt Ruklo/Kuklo transferred from Andrews AFB in Washington DC. to Travis AFB in California and had his stuff sent on through the camp systems. As far as age? Not all that old-could be 10-20 years old,maybe. It looks like he Might have had something break and leak inside the bag on the way there! That,or the guys set it down in an oily puddle somewhere along the way! William
