This is i believe an original dog tag to the Estonian Legion however the 3 has been added in front of the Kp at some time after WW2 as the originals when issued had no number stamped on them.

Quite a few of them exist with different Kompanie numbers added , they are believed to have been found at the Debica / Heidelager training grounds in Poland and although original they had no company number so someone decided to stamp one on the tags.
