Local defense replacement units were responsible for providing the replacements to all local defense units of their military districts.
Local defense units, keeping in mind that they were formed from infantryman over 35 years of age and younger soldiers temporarily or permanently unfit for combat, were responsible for:
- guarding and securing the lines of communication (i.e. protection of railway, river communication facilities)
- guarding prisoner of war camps, supply depots and parks
- providing the support for the military administration in occupied countries
They were used also in order to "clean" the conquered territory, especially behind Eastern Front. Therefore, most of the local defense battalions/regiments were changed into security battalions/regiments.
In early 1943, they were allocated into newly formed infantry divisions.
