F.E.B. is usually Feld-Ersatz-Bataillon and a Roman numeral indicates a Wehrkreis, but FEB3 was stationed in Frankfurt an der Order, which was Wehrkreis III. There was no Flieger-Ersatz-Bataillon X so far as I can tell and that's not usually abbreviated FEB anyway. The order is strange- the X may not be a Wehrkreis since usually that'd follow the unit number, not preceed it, but I can't find anything that's an 'Ersatz-Bataillon X'...

No, the extra lines at the top and bottom of the 'X' to make it a Roman ten numeral suggest it was done quite deliberately and thus unlikely that anything is a 'mistake'.
