Well, the tag was made around August 1939 cause Korps-Kommando XXII became to exist in that time. It was commanding unit so I think he was an officer. Owner prodablly took his part in the fight against Poland in September same year. Why? Becouse this unit fought in September Campaign. What about next? I don't know.
All I know, what I'm more then sure is that he had this tag on his neck per almost 6 next years of war up to the last year of WWII becouse it was found by previous owner on the late 1945s battlefield area around todays Czech Rep.
