It might be an equipment tag or the like since it's marked to a wharf- but it's unused since there's no serial number in the box. Never seen one just like this before but equipment tags aren't worth much of anything usually.

Is there any chance it could be some sort of an id for a shipyard worker? Just a guess.

I have seen one of these before, but can't recall where. The one I had seen had a number on it. Might be a ship yard worker ID tag?????? I am not sure.
Ask Christina. She may know.
