Ok, had a chance to check it out, SS Grenadier Training and Replacement Battalion 15 were based in Mitau from 1.11.1943 until around 15. 4.1944 and their gliederung implies it may have been greater than Btl sized unit, hence it "may" have been known as a Brigade.
In August 1944 it moved to a training area in West Prussia. The unit was then absorbed into Sammellager Göttingen in February 1945. If original then very rare, I have not seen one before. I question whether they would have stamped tags for a Brigade, even if they had the numbers, for a unit that was in existence for only a few months.
Personally I pass on this one.

Nice job of research. I have never seen the brigade stamp before, but I did find that it was designated a "brigade" at one point. I did not see how long that designation lasted it may have been quite brief.
