The letter T appears to be constructed from a couple of dashes, consistent with the T letter being missing from the stamp set. Could be a field replacement. Rosters were often duplicated so having the same details on more than one ekm doesn't always mean fake.

I think the tag is not good as well. BlackCat is right about the duplicates but the font and duplicate roll number makes a red flag for me.
