I think I figured out what's wrong. Wheres the roll number? That's not it on the back, is it? Because those numbers do not match, and I'm not really sure why they would be there anyway...

the stammroll number is fairly often seen on the back and it is 97 on this example, it is just reversed stamped and looks a bit odd as it appears upside down.

That makes sense, it looked like it was trying to be a '46'. haha
