At the risk of sounding like I'm just stating the obvious, it's a Deutsches Reichsheer disc- the precursor to the Wehrmacht, the 300,000-man military Germany was graciously 'allowed' by the terms of the Versailles Diktat. Sometimes old blanks were even used for Wehrmacht soldiers- I have a couple with this stamped on the back myself...

Well if there's nothing else, then it's a blank- information would usually be on the other side if it were issued

This being the only one I have ever seen, the font isnt like other TR discs I have seen.
I would think so- the text appears to be large, single stamps rather than individual letters, which is how they were made; and given that they're not terribly valuable, I doubt any faker would invest in having the stamp(s) made. It looks like others I've seen (and have) although I can't say the font is identical- but then I don't know how many variations, if any, there were. These are not TR discs, they're between-the-wars...
