This man is a cadet/pupil in a military academy. I believe that ОВУ was the Voroshilov General Staff Academy.
But don't quote me either, I'm quite rusty...

As I am not mistaken I think that Wagriff is right. The soldiers on the pictures are quartermasters. OBY = Обозно вещевое управление - Quartermaster supply directorate.

I do not know exactly what decoding in your case, but in any case- it is a military school...On cadets collars sewn yellow filaments or yellow paint was applied on a cliche encryption Military School.
ОВУ - The first letter - "O" - is a city, in which the school was (I think it's - Omsk city) ; the second - "В" - военное (military); third letter - "У" - училище (school).
For example:
ВВУ - Виленское Военное Училище - "Vilensk city military school"
There have been many versions of these abbreviated names.
For example:
ЛПУ - Львовское Пехотное Училище - "Lvov city Infantry school"
Another abbreviation example:
АТУ - Авто Техническое Училище - "Auto Technical school", located in Leningrad.

I got my information from a 1950's US army manual for Soviet army abbreviations. It is coincidence that most of the military school abbreviations in this topic are also listed in this manual but with a different explanation.
