    Let me show you two different types of letters

    From student in the NKVD central school
    3 cyrillic letters on m35 collar
    3 cyrillic letters on m35 collar
    3 cyrillic letters on m35 collar
    3 cyrillic letters on m35 collar

    And this one which looks like older, it was on an infantry M35 collar

    3 cyrillic letters on m35 collar
    3 cyrillic letters on m35 collar

    it appears that these three letters designate a school of political formation.

    Yes, most likely it "Ivanovo city military-political school" (Военно-политическое училище - ВПУ).
