I believe that this is an example of an NCO's parade/walking (out) tunic - Order № 005 of 1941.
I own a soldier's model (without piping) and know that an associate owns a few examples of each from assorted branches.

Cadets tunic. 1935+
Reworked parade M 43 enlisted tunic from the late 50's, early 60 's, just added the piping, to be the similar to the cadet's tunic M 35. The rough diagonal wool is not correct for this period
