Help with USSR pin(?) with insignia

Greetings! I have a very special item I had put away in my jewelry box that I found in a warehouse. I really do not know what this is but it appears to be some sort of USSR pin? USSR is not really my forte so perhaps I could find a collector who would appreciate it more than I. Thank you in advance. I've been a "guest" lurker here for some time but decided to make an account for occasional posting. As for any details, it is made with steel and the measurement is in the photo. Other than that I don't know much about this particular piece.

A nice early star - Most likely from the mid 1920s to the early 1930s.

I may be interested in it as I collect cockardes.
