Hi,
Yes, Commander Tulasne was a holster for the Ruby.
The other holster is that of the Nagant, I surrounded the flap down much lower than the RAF Holster 25 or 37 model.
We also see in the picture, passers for the cleaning rod.

Im sure you know more about this, but might the holster be for a Tokarev instead of a Nagant?
The Nagant holsters, Ive seen seem different.

I think it is a Holster for Nagant, the flap is rounded. The flap of the TT33 is 'square'.

Thanks. Im sure you are right.
When looking at them, I see some are called Tokarev/Nagant holsters - this might just be due to some vendors not knowing their flaps from Adam!

For the belt, is not a model 32 or 33, but a lead & lease model (generaly garrison belt M-1904) like those :
