what are these made from ? this looks unused

Obviously it is difficult to tell just from pictures, but it is likely to be unused because it is (probably) of modern Indian manufacture. The detail on it does not really look that sharp. I would think the originals were (probaby) made from copper and given a silver plating. The captive bolt for fixing the eagle to the skull looks a bit large and clumsy for the inside of a helmet too.
