Here is a slightly different hand made cussion made for a special occasion, never found out what thise could been made for eighter. But also very well hand made item.

Chris, I think I may of found your banner...see this video of the Marine (Bundeswehr) Wachbatillon contingent, note the drum covers near the end of the clip at 2:03 time frame... YouTube - Aufmarsch Wachbataillon Bundeskanzleramt ..looks similiar ? I came across this purely by chance during some research on the wachbatillon, after buying an Army wachbatillon tunic !

very close,I belive you are correct,this banner is some type of post ww2 item.I am thinking 1960.
