Only the acetone test will tell for sure.......
But that requires the badge in hand. My advice is let it go.

Acetone test?
If it's been painted with gold lacquer it will be removed by the acetone (Nail polish remover works), if it's genuinely gilded it won't touch it. Here endeth the lesson.
