Horst, they appear to be 'Generalmajor' rank boards, but they are not Imperial German Army, they have the correct 3 soutache braid construction and the correct 4 bends or 'bogen', but lack the following detail to be Imperial, the 2 outer braids should be in gold, the inner in silver, and the braids should be flecked with state colours, i.e. black for Prussia, blue for Bavaria, green for Saxony etc....they are probably German but not from the Imperial era.

Horst, i forgot to add that around 1916 officers boards became subdued, i.e. darker, so they in effect did not shine/standout, but even those type had the 'flecking'. I really dont know what period.....could be DDR Volks army, i doubt they are 39-45 period.
