That is probably the most common ww1/ww2 medal bar

I agree with Chopperman: it is a standard medal bar of a ww1 veteran. You can find this combination by many sellers for approx. 50-60 €.
Try to carefully look if there is some maker's mark on the ribbon ring of the Iron Cross. The core details looks similar to CD 800, which is one of the more sought after makers. The Honour Cross of the World War 1914/1918 was made by Glaser & Sons from Dresden.
