Ade is correct, makers perogative....remember there were no regulations in place for any standard, or indeed quality controls in Imperial times (Hence the huge variety of Crosses), as there was in the Third Reich period (LDO and Chancellery numbers).

Many crosses that have small jump rings were done that way to hang from medal bars.
Where the ring did not have to be big enough for the ribbon to pass through cleanly.
